Quality Assurance and Accreditation Bodies in Romania

Accreditation of higher education institutions in Romania is a two-phase procedure:

In the first phase, the higher education institution puts in application for authorization for temporary operation.
In the second phase, when the institution is given the temporary authorization to carry out educational activities, they can conduct entrance examinations and register students. After three generations of their pupils have passed out from the institution, the institutions can apply for accreditation. Accredited higher education institutions can conduct graduation examinations and can issue diplomas that are certified by the Ministry of Education, Research, Youth and Sports.

The quality of education is maintained through repeated evaluations performed by the National Council for Academic Evaluation and Accreditation, the activity of which is regulated by the Parliament.

The accrediting organisation in Romania is:

Romanian Agency for Quality Assurance in Higher Education (ARACIS)

The ARACIS, an autonomous public institution, was founded in 2005 for the external evaluation of the higher education in Romania. It also provides the Ministry of Education the strategies and policies of improving the quality of higher education in the country. ARACIS is a member of the European Association for Quality Assurance in Higher Education (ENQA) since September 2009.
