Quality Assurance and Accreditation of Education

The quality of education is maintained through repeated evaluations performed by the National Council for Academic Evaluation and Accreditation, the activity of which is regulated by the Parliament. Accreditation of higher education institutions in Romania is a two-phase procedure:

In the first phase, the higher education institution puts in application for authorization for temporary operation.
 
In the second phase, when the institution is given the temporary authorization to carry out educational activities, they can conduct entrance examinations and register students. After three generations of their pupils have passed out from the institution, the institutions can apply for accreditation. Accredited higher education institutions can conduct graduation examinations and can issue diplomas that are certified by the Ministry of Education, Research, Youth and Sports.

Romanian Agency for Quality Assurance in Higher Education (ARACIS)

The ARACIS, an autonomous public institution, was founded in 2005 for the external evaluation of the higher education in Romania. It also provides the Ministry of Education the strategies and policies of improving the quality of higher education in the country. ARACIS is a member of the European Association for Quality Assurance in Higher Education (ENQA) since September 2009.  For more details about ARACIS see official website www.aracis.ro

National Centre for Recognition and Equivalency of Diplomas (CNRED)

The National Centre for Recognition and Equivalency of Diplomas (CNRED) fulfills following responsibilities:
  • Recognition and equivalence of diplomas obtained abroad;
  • Elaboration of regulations and methodologies regarding the recognition and equivalence of study documents obtained abroad;
  • Authentication of the documents issued by Romanian higher education institutions in relation to those states which require either the Hague Apostille or superlegalization;
  • representative of the Romania in relation with EU institutions in the field of academic and professional recognition.

Ministry of National Education

The Ministry of Education, Research, Youth and Sports is a specialized body that formulates educational policies.  It manages and regulated the national education system; formulate general criteria for admittance into higher education in Romania; organizes scientific research in education; evaluates national education system as per the national standards set; and builds up the strategy and policies for cooperation with other ministries/states and international bodies in the area of education and scientific research.
