Admission Requirements for Higher Education Institutions Romania

Higher education institutions in Romania deliver high-quality programmes/courses accepted worldwide. Students can apply to English, French or Romanian programmes in Romanian higher education institutions.

General Eligibility Criteria

For Undergraduate Studies: Students must have completed secondary education in order to gain admittance to an undergraduate program, i.e. they must hold a high school diploma.

For Graduate Studies: Students must have completed an undergraduate university education in order to apply for graduate studies in Romania.

For Doctoral Studies: Students must have completed their undergraduate and graduate education to be eligible for doctoral studies.

General Admission Procedure

Students can take the application form from the respective universities of their choice. Application forms are also available at the International Relations Offices of the Ministry of Education and Research, or at the Romanian Embassies overseas. Fill out the form and send it along with the required documents to the Ministry of Education and Research in order to receive the approval statement. You are required to submit the official documents (original) personally. 

General Documentation

Following attachments are required along with the application form: 

Educational credentials: Applicants must hold a high school diploma (Baccalaureate/school leaving diploma or its equivalent) and should be at least 17 years old in order to apply for studies in Romania. You must submit certified copy of high school diploma, Baccalaureate Diploma or equivalent for undergraduate studies; along with certified copy of the graduation certificate - for postgraduate- Master or PhD application

Financial resources: Applicants must possess sufficient financial resources to cover their living and study costs in Romania. 

Health certificate: Applicants to study in Romania must have a good health certificate attesting that you’re free from any contagious disease or other illness

Certified copy of the Birth Certificate

Four passport-size photographs

University Acceptance Letter

Curriculum Vitae: It should include your educational background, accomplishments, awards and honors, 
extracurriculars, professional experience (if any), and references. 

Letter of Recommendation: It should come from your professors or last educational level teacher

Experience Letter (if any)

Travelling document: A valid passport is necessary in order to apply for study programmes in Romanian. A copy of the passport must be submitted

** Some universities in Romania need authentication of all copies by the Ministry of external affairs of your country, and then by the Romanian embassy in the respective country or with Apostille of Hague; Some higher education institutions accept documents certified by public notary; Some higher education institutions accept copies without authentication.

Romanian higher education institutions have autonomy and the admission process and requirements vary.  To know more about the application and requirements, contact the institution individually. 

Admission Requirements for EU, EEA and Swiss Students

Students from an EU/EEA and Swiss country are required to get their diploma or certificates recognised by the National Centre for Recognition and Equivalence of Diplomas in Romania (CREDR).  After getting the attestation of the diploma/certificate, you must submit them along with other necessary documents for admission into institution of your choice.

Documents required are:
  • Application form
  • A certified copy of secondary-school leaving certificate or its equivalent 
  • A certified copy of higher education diploma and transcript for admission to Master or PhD studies
  • A copy of valid passport 
  • Recognition fee receipt copy
  • Language certificate (if applicable)
  • Recent photographs- Two
** All the documents must be translated in Romanian, English or French

The following country nationals should  submit additional  documents listed below:

Sweden: Swedish nationals must submit a certificate from Swedish National Agency for Higher Education, or VHS (Verket for  Hogskoleservice), affirming that the applicant fulfills the requirements and can go for higher education studies
Spain: High-school diplomas/certificate or its equivalent received in Spain should be submitted along with a Certificate "Pruebas de Aptitud para el Acceso a la Universidad, calificacion Apto" affirming that the holder of the diploma is entitled attend higher education studies.
Portugal: High-school diplomas/certificate or its equivalent received in Portugal should be submitted along with a Certificate issued by Direccao Geral de Ensino Superior indicating that the holder of the diploma is entitled to go for higher education studies.
Greece, Cyprus and Italy: Applicants from these countries must submit a high school certificate- baccalaureate diploma or its equivalent with the Apostille of Hague
Other countries: Applicants from other countries of the EU (European Union), except the ones mentioned above, are required to get an additional authentication from the Ministry of Foreign Affairs and from the Romanian embassy/ consulate in their country of residence. Also some of the higher education institutions in Romania take copy of documents attested by public notary or with the apostille of Hague
Romania: Romanian citizens are permitted to apply for the English programme, under the same conditions stated by law for EU nationals.

Admission Requirements for Non- EU, EEA and Swiss Students

Students from non -EU, EEA countries and the Swiss Confederation must fill out an application form and submit it along with the necessary documents to the concerned institution in order to get the pre-enrollment.  
Students can take the application forms from the International Students Department of the Ministry of Education, Research, Youth and Sports or from the Romanian universities, or the Romanian Embassies overseas, or it can also be downloaded directly from the official website of the Ministry of Education, Research, Youth and Sports. Students who meet the admission requirements would receive the acceptance or admission letter that is issued by the Ministry of Education, Research, Youth and Sports. A scanned letter of acceptance is sent to the applicants immediately after confirmation of admission. You must submit the full application fee and then you’ll get the acceptance/admission letter by mail. 

The studies recognition of the non-EU/EEA or Swiss nationals is done on their arrival in Romania by submitting the original document to the Ministry of education.

Documents to be submitted are:
  • Application form 
  • A certified copy of the Baccalaureate Diploma or equivalent - for undergraduate studies
  • A certified copy of the graduation certificate - for postgraduate- Master or PhD studies
  • A certified copy of academic record translated into Romanian, French or English
  • A certified copy of the Birth Certificate
  • Medical certificate
  • Certified copy of a valid passport and 2 recent passport-size photos
  • Language certificates- Romanian, English, German or French
  • For applying to study arts, architecture, and sports, international pupils must submit their portfolio as well and sit for an aptitude test.
  • For PhD studies in Romania, International students must pass an entrance examination as well. 
The non-EU/EEA and Swiss citizens must get a valid visa for study in Romania from the Romanian embassy in their country of residence.

Dates and Deadlines

The application dates and deadlines vary every year. Generally, the application file must be sent to Romania before 31st August. Apply before deadline!

For International Students

International students, who wish to attend study programmes in Romanian language, must first go through 1 year preparatory course after which they can go for university studies. 
International students who wish to study in Romania can apply either to the Ministry of Education and Research or to the chosen Romanian higher education institution, in order to obtain the acceptance/admission letter. The international students must have their documents attested within the Romanian embassies in their country of residence; and then should get a valid visa for studying in Romania.
